However, previous experiments have shown that this is ethically sensitive and might lead to feelings of deception and harm at the side of the employees. In this paper, the design of an ethical to way to implement mimicked targeted phishing attacks to train employees is described. The design process is based on Value Sensitive Design and Values at Play, and use the notion of Value Hierarchies to make the design process explicit and discussable.
