Ever since Hurricane Ike caused billions of damage back in 2008, the option of closing off the Galveston Bay from the Gulf of Mexico was investigated. This report, commissioned by Texas A&M University in Galveston, explores the opportunities and options for the construction of a land barrier across Galveston Island and Bolivar Peninsula.
