The Dutch regulation agencies have to embrace this age of digitization. It provides challenges, as the inspection work becomes more complex. It also provides opportunities, because data analysis could make the inspections more efficient. One of these inspection agencies is the NVWA, the Netherlands Food and Safety Authority. The NVWA strives to work risk-oriented, and expects data analysis to be an important tool to achieve this goal. However, most inspectors have little knowledge on data analysis. Thus, a new type of employee needs to be contracted: the data analyst. The NVWA wants the data analysts and inspectors to work together and share their knowledge. Together, they should create a risk model, which predicts where inspections should take place. These kinds of risk models are expected to change the inspection landscape. However, most of the knowledge of data analysts and inspectors is tacit, which means that their knowledge is rooted into intuition. This makes it hard to transfer to others. To solve this problem, the following research question has been used during the research: How can synergy between multiple sources of knowledge be created and utilized to achieve risk based regulation?
