(City of Rotterdam) Date 2021 Abstract Local authorities engaged in the Interreg 2 Seas project Triple-A aim to achieve an acceleration of the market in the owner-occupied single-family home renovation sector by increasing awareness of – and enabling access to – energy-saving technologies. This report describes local authorities' experiences of developing and using pop-up consultancy centres in target areas to increase awareness and access. The main research question is: What are the key factors for local authorities to develop pop-up consultancy centres to create awareness and provide easy access of low-carbon technologies to homeowners?The report discusses the local policy context and illustrates types of pop-up consultancy centres developed by seven local authorities in the 2 Seas Region (covering specific coastal parts of Flanders, Northern France, Western Netherlands and England). The pop-ups are further classified into two types: short-term mobile and long term fixed-location pop-up centres. It then describes developedpop-up centre examples and local authorities’ approaches for the development of pop-up consultancy centres based on a business model development scheme and criteria. Besides, qualitative data are assessed to evaluate the functional and financial effectiveness of the pop-up centres. The report thus reflects on practical requirements for pop-up consultancy centre development by local authorities and suggests recommendations for practitioners from other local authorities wishing to pursue pop-up development in their region or city.
