He is regarded as a modernist, as a counterpart to the more traditional M.J. Granpré Molière. His expansion plans for Amsterdam earned him a reputation even before World War II, but as well as focusing on the IJsselmeer polders, his post-war work also involved modernising urbanism education in Delft.
