Faculty Architecture Department Architectural Engineering +Technology Date 2011-11-27 Abstract This paper presents the Justus van Effen housing complex in Rotterdam, the Netherlands, as an illustration of the way heritage can act as a driver for urban regeneration. Special attention will be given to the role that the transformation of image and the construction of cultural-historical significance have played in this process. It will show how a once expired experiment of modern housing is reclaiming its identity as modern monument, and consequently functions as a catalyst for further urban renewal projects and social developments in the surrounding residential district of Spangen.
