Functional Requirements and Layers of Protection for Compounds

The compounds that are used during out-of-area operations serve a host of goals
of which protection is one. They should be approached as integrated systems that
are designed (and upgraded) according to the rules that also apply for other
systems.
The design of a compound contains two distinctive phases. In the first phase, a
‘straw man’ design of a compound is derived from a mission-operational
capabilities-cluster breakdown. The importance of the various resources on the
compound must be graded, in order to find out which of them must always be
kept functioning and which are allowed to fail in the case of an attack, and to
what extent (during seconds, hours, days?).
Then, the vulnerability of the resources is determined. Questions like: how
robust is the resource, how susceptible is the resource, must be answered..
After this follows the second phase in which a design method of a design threat and a
protection construct consisting of five consecutive protection layers is proposed. These
layers are:
1. Prevention
2. Security measures
3. Fighting the beginning of an attack
4. Fighting an ongoing attack
5. Damage repair & personnel care
The combination of these two analyses allows for the rational, repeatable and transparent
inclusion of force protection considerations into the design of a compound
