Quantifying the quality of such a system is for the users an unsolved problem. This paper proposes a method that measures the inefficiencies in different domains to gain insights in the performance of flight planning tools. The established assessment framework includes relating actual operated performance to the flight plan instructions. Additionally, the framework is used to detect and predict possibly abnormal flight plans before they are operated.
