Faculty Civil Engineering and Geosciences Department Transport & Planning Date 2012-12-31 Abstract The number of road crashes, fatalities and injuries is considered unacceptably high in many countries. This can be derived, for example, from the fact that the European Commission (EC, 2010) announced the ambition of halving the overall number of road deaths in the European Union by 2020, starting from 2010. At this stage a European target for reducing serious injuries is not possible, owing to a lack of a common definition of serious and minor injuries. In many highly developed and highly motorized countries the number of fatalities has decreased over the last few decades (OECD/ITF, 2011a). However, this favourable development cannot be observed in low- and middle- income countries so far (Peden et al., 2004).
